Another street light wart

OK, what is this thing hanging off a few street lights around here? It isn't a light sensor, nor does it seem to be part of a failed data service. Any ideas?

Cameras, or traffic sensors perhaps?

I've wondered about it being some kind of traffic sensor, but most aren't near intersections, some are clustered, some are alone quite some distance from the next.

Surely someone knows?

Looks like it maybe some sorta wifi setup. Either something the city will offer for you, or a private company or maybe just for city services to use (ala fire, police etc)
