ATSC 3.0 is a mess. Especially when you add DRM into the mix.

The only viable options as I see them are-

1. Mandate 3.0 but eliminate DRM encryption;

or

2. Sunset 3.0 and leave 1.0 as-is

Either 1 or 2 works for me. The DRM money grab makes it a non-starter IMHO.
