best dish hd setup settings?

Analog type I have offair resolution 1080i and aspect ratio 16x9. Is 16x9 better than 4x3?

it is unless your tv isn't 16x9

16X9 mean that for every 16 inches wide your picture is the height is 9" Same with 4X3, for every 4" wide the picture is 3 inches high. HD TVs are 16X9 today. digital signal pretty much looks the same on either, maybe a little worse on a 16X9.
