Black bar on all channels other than HD with HD receiver 722

Hello all,
New here. I'm in Alaska which has its own unique problems with dish, but todays problem is very anoying. On all non ND channels I have a black bar on all sides of the picture. Anyone else having this issue? Dish tech support was not helpful, something about changing over to differnt satellite and said I could fix with my TV settings. I was not able to fix with the TV settings, so right now every channel has the black bars.
Another problem is with Fox channels, they have black box around the entire picture. Not much reason to have a large screen TV is the picture size is reduce...anyone else having this problem, or as usual is this an Alaska problem?

Press * on the remote to change aspect ratio, there are 4 settings. Some SD channels are transmitting in letterbox and you get the side pillars bars plus the top letterbox bars.

I have tried the *, no changes, on the picture, still black bars on all non- HD channels

Had to reboot the DVR, now the * changes the picture... why did that take two calls to dish.....aggggggggh
