At the same time, the FCC issued a two-year waiver to allow Cablevision Systems Corp. (CVC.N: Quote, Profile , Research) to use its own SmartCard card that only works with its set-top box until July 1, 2009.

The FCC ruled that Cablevision was eligible for the two- year extension because it launched its digital television set- top boxes earlier than most other operators in 2001, making the change in technology something that would affect a greater proportion of its subscribers.

The title of the thread is misleading. Actually CV got a two year waiver on having to deploy CableCard boxes because they deploy boxes with smart cards.
 
Great, so much for two way CableCards being launched sometime this year on the system. Those with Tivo S3s will still have to get 2 cards installed.
