Can an 811 be authorized?

Just purchased another 211 from the Dish Store to replace my 811. If I give this to a neighbor, will they be able to get it authorized or do I have a new boat anchor?

dunno what the story is these days.

Supossedly they are letting people pay for the new dish hd packs as long as the customer knows they wont be getting all the channels on an 811.

the odl hd packs can't be added though
