Can't get all local channel with basic cable

I thought that with basic cable I would also receive all the local channel i previously had with my atenna

I don't really care for those channel except all the channel under 57 such as 57.4 are vietnamese channel which my parent watch, how can i get them or do i just switch between atenna and cable

So I suppose fta channel aren't necessarily go along with cable

You probably will have to switch to the antenna to get the Sub channels. If you had Dish Network, you could put the antenna into the Dish Network receiver and get those channels, Cable does not do that. Cable does sometimes carry the Sub channels, but yours apparently is not carrying those.
 
depending on the area a cable box is required even for "basic" (lifeline) cable. I know here in Minneapolis (Comcast) to get a bunch of channels in lifeline you need a box
