Doubt it..if Cap is replaced , it will be Buckey..

Captain America "died" in 2007..also, Batman, The Flash, Spiderman and Superman also died at one point in their comic careers.
Steve Rodgers will likely become normal, hit the retirement home scene and shack up with some of the ladies how own age..especially Agent Carter...eventually get bored then come back...

I doubt they will replace Steve Rodgers as Captain America, they will simply reboot the franchise in some way when they go for a new actor to play him.
