Comcast Reluctant to give Promos for HSI without Cable TV Service

In the past I would get promos for 6 months for higher speed Internet, I previously had cable tv service but still have phone, Now they don't want to give any promos unless I bundle with cable for triple play package, I ask about any promos every once in a couple months so I don't press on so much, I have Comcast service for several years now and all the promos are going for new customers and triple play bundle.

not unless I bundle with cable, they say I'm already on promotion with economy plus Internet, which I don't think it is as that's there reg price but I could be wrong.

Which is the best way to get promos? 1. calling them on the phone or 2. online via support chat or either one.
