comcast stream to dish now stinks

i've used sling with comcast for three or four years.
with great success in us and around the world.
this week the stream has dramatically deteriorated with most streams in the 100-250 kps range. Although, sometimes, mostly at night, the stream is steady at its old rate of 900-1200.
suspect it is their level3 backbone.
haven't done a tracert but did have a similar problem with fios a couple of years back on another setup and they did fix it.
any thoughts?
oh yes, the comcast connection is in putnam cty. new york.
