H23-600 IRD Question

I recently had an older RCA HD IRD that I owned go out, since I pay the extra $$ a month for the protection plan I called DirecTV and they set up a time for an installer to show up to bring me a new HD IRD.
After he showed up and determined that the DTC-210 was indeed having problems, he brought in a new HD IRD that looked just like the H21's that I already have.
He couldn't find the "B-band converter" in the box the new IRD came in. After looking over the IRD he told me it was a H23 and did not need the converter as it was built in the IRD on this model. He then went on to say that the H23 was a new IRD.
Question, how is the H23-600 different then the H21's I already have?
