DirecTV H10

I have found conflicting info on this so I will ask this question here...

Will the DirecTV H10 work for OTA only without being activated? I have a card that I can insert in the slot. Or do I need to activate this unit before it will receive OTA signals?

I believe H10 needs a satellite signal and activation to process OTA.
