Cowboy Channel has been testing on stream for about a month

The HD feed appeared in the sat APG data this week, although right now it's just mapped to the Ka offline slate.

As of now it's not pay to play, which is why it's Ultimate+ on sat. The pay to play channels like Racer and Pursuit are in all English, Spanish and international base packages.
Why isn't it available in the Sports Pack?

It isn't just the CINEHD channels that they repurpose, they also keep a set of feeds reserved for part time events, one of which was used for Cowboy Channel's HD feed for the past 10 days. They have to do it strategically to make sure events also available in Puerto Rico get priority on D14 and D15.

Between the 7 ESPN+ channels, Peacock Games which will expand to 5 channels by the Winter Olympics, the 9 Paramount+ UEFA channels which could expand to 20 for next year's qualifying rounds and any other sports they strike a deal for, 2 Prime Video sports channels, Apple TV's sports (2 MLB + 16 MLS, and potentially the addition of their F1 coverage next year), NFL Sunday Ticket, PPV Events including commercial only events like WWE and UFC, the private business feeds, Canadian feeds for Center Ice, along with the expanding list of game only RSNs, they need as many part time TPN slots as possible available.
