dish and no contract option??

FlexTV and Activation only plan. Higher upfront costs than leasing the equipment with a contract (activation only you buy and install your own equipment).
 
Is dha no commitment for a $99 fee not available anymore?

No, new dha customers had the option of a 24 month commitment or no commitment with a 1 time non refundable fee of $99. Things change so much I can hardly keep up......

this option is still active. 99% of custys on my installs were looking for no money up front to get service and gladly signed a dha. I only came across 1 crusty that refused to sign the 24 mth dha agreement. I made a call to Dash and he paid the $99 fee!
