Dish Anywhere allows you to stream movies recorded on your receiver to a phone, computer, ipad or similar device, not to download them AFAIK (a very different thing).
If Dish Anywhere has stopped working, perhaps you need to uninstall and reinstall it on your phone, it is not the most stable platform.

Yup. Looks like they disabled viewing over A/V adapters. Every day these companies try to make it harder and harder for us to view the content we PAY for. Do they desire to go out of business? How does watching Dish Anywhere on my phone connected to my TV via HDMI adapter hurt their profit margin? I don’t get it.
