Dish having transmission issues?

With the screwy weather patterns we've been seeing lately, I've added Gilbert, AZ and Cheyenne, WY to my weather app presets so I can do a quick check when the signals go bad and it's clear where I am.
 
So, is it technically feasible for Dish to upgrade the Gilbert facility to be able to transmit through the storms?

Considering that the incidence of storms, historically, is very low in Gilbert there is little need to do anything at all....
 
These were the two worst storms in Arizonans recorded history. I would say dish chose a fine place to put the uplink center.
 
I suspect Gilbert Az will change into a tropical rain forest in a few hundred years.

Technically, I suppose they could set both Gilbert and Cheyenne up to feed both arcs, and then switch between them as needed for weather conditions. Economically, that likely wouldn't work at all.
