DISH LATINO Launching on Eastern Arc June 25th

FYI... I just received this.

Effective June 25, 2015, DishLATINO programming will begin broadcasting at the 61.5 orbital location. This means that new customers in Eastern Arc (EA) markets, who subscribe to DishLATINO programming, can be installed with a 1000.2 EA antenna, instead of a 1000.4 EA antenna. There are four different segments of DMA's: EA-only, EA-preferred, EA DMA's outside 77 orbital location, and those EA markets which are unaffected by this change.

So is this a sign that Dish is giving up the 77 slot in the long term?

No I wouldn't say that.

More likely going to use 77W for Dish Mexico expansion. It's actually a Mexican slot anyway, like 72W is a Canadian slot.
