EVERYONE who cares about the OTA guide issue should:
1) write to president at dishnetwork.com
2) file an FCC complaint.

.... Someone correct me if I'm wrong, but PSIP data is notoriously inaccurate or incomplete. In the case of DVRs, this is especially a bad thing. It's my understanding that DirecTV and TiVo also do NOT use PSIP data.

Agreed, PSIP is not so good, but may get better. DirecTV- how many of their receivers get OTA? TiVo does not use PSIP or allow it because their business model is that they want to SELL you that EPG data, getting a monthly check from you- forever. Yes, I know about lifetime.

I think all OTA tuner providers should pass thru PSIP. Of course, that would likely mean fewer companies would produce boxes with OTA tuners.

All of DirecTV's current receivers can receive OTA broadcasts with an external tuner, and they provide OTA data for all full power stations in a market, not just those that they carry. The main complaint about DirecTV is that they don't allow you to scan for channels, it will only receive the channels that DirecTV provides EPG data for. This usually results in not being able to receive new stations or subchannels for several weeks until DirecTV updates their EPG. It also results in the inability to receive nearby stations from other DMAs if you have more than two DMAs adjacent. Finally, it means that you cannot receive low power stations because they generally do not provide EPG data for LP stations.
