If I subscribe to Dish Online, will I have the ability to schedule recording via the web?

That feature is not available yet and will only work on the Vip receivers. Since you did not list which receiver(s) you have, your question cannot be answered with a yes or no.

I have the ViP622 DVR. I just realized that myDVR is not even available yet. Below is a snippet from the Dish Online website:

When MyDVR launches, you will be able to set your DVR Timer from the web!
