Dish or DirecTV?

I am tryign to decide if I am to leave Comcast and move to Dish or DirecTV. My programming with Comcast is about $77 just for basic and the expanded channels, which they also make you pay for Encore which I don't watch. Looking at the prices for Dish and DirecTV, they are much cheaper for the channels I want with DirecTV being cheaper then Dish. I use to have DirecTV for years until about 5 years ago. My question is this.

Do either Dish or DirecTV allow you to buy outright all the hardware including the receivers? I don't want to lease any hardware, never did before with DirecTV. I always owned the hardware. And do either of them allow you to sign up for service without a contract? I don't care if it costs more, I don't want a contract. I live in a condo and may be moving in 6 months, my new place may not be able to get service.
 
I know DISH lets your purchase hardware. However, if you want, you can lease without a contract for a $99 activation fee.

Direct starts at $58.99/month after promos, DISH at 29.99(American HD).
