An interesting thought, buy them for self preservation, but it would be bad if the FCC didn't enforce the buildout requirements of the licenses.

If they get them, they will use them. You can bet that it will be in the most satellite friendly way possible.

They are unrelated. The SHVIA loophole allows landline based broadcasts exempt from "must share" conditions. That is the only reason the can't watch the Phillies and Flyers on the Sats.

As I understand it they share with other cable systems in the area. Are you saying that they do so as a courtesy (no competition issues!) and are not required to?
 
Cable companies have geographically determined monopolies, especially in Philly and the NJ suburbs. So, blocking Cablevision doesn't help you gain market share as they don't compete with Comcast. But blocking D* and E* IS an antitrust violation in my opinion as they FORCE any Phillie fans to subscribe to cable. If they keep it off DBS then they strengthen their position. This is why Philly is the 4th largest market population wise, but is way down in the teens DBS ratings-wise.
