All outputs on most if not all Dish receivers are active simultaneously, so use one or use all.

TV2 on dual tuner receivers is designed to be used with more than one display (signnal can be spit because the modulator outputs a stronger than normal RF signal.

It is not only legal, it is encouraged (as long as the signal remains in your household - not the neighbors).

Also TV2 has it own set of video and audio RCA outputs as well as the TV2 or Home Distribution coax.
