Where's showtime's uplink located! And is this a E* issue tor do they not carry all the channels? There by unaffected?

All providers are affected my neighbor who has charter cable it is doing it in his also and another neighbor who has dish she is going through same thing.I have dish but not premium channels I have premium channels with Directv
