I've been told that VOOM simply passes the signals without any modifications to the volume level. Perhaps you should say thans to Fox.
BTW, I've reported the low-volume on HDNews to Wilt Hildenbrand at Yahoo groups

Fox News is one of favorite stations. How did you get the volume fixed? I have the same problem!
