I see that Directv has begun providing the Fox channel in HD in Sacramento. Will their deal with the Tribune company have any bearing on Dish also being able to provide the channel in HD?

Dish and Tribune are no longer in negotiations. The channel was removed from its uplink placeholder last month. The chances now are extremely slim to none.

There's a thread on this somewhere, but basically Tribune wanted dish to transmit at full bandwidth and Dish couldnt/wouldnt do that.
But also tribune and DirecTv are all Rupert Murdoch companies, so that added something to the discussion ! :)

Out of curiosity, any particular reason why they're no longer negotiating?

My source at Tribune would not go into negotiation details. But yes, bandwidth was part of the negotiations. If D* is carrying the Tube in addition to the Tribune stations then I would say it was a must for carriage. If it's not being carried, then I do not know. He just said that at this time, there were no ongoing negotiations.
