Frustrating banner

Ok I brought this up in the past and will bring it up again because its still a problem. The unfair satellite sales tax banner wich uses the same color scheme as Sadoun lags up webpage generation. Its the only banner that truely gives me trouble when trying to generate a new page.

I know that its an issue but for me its not so a solution could be to target the add to those who live in Ohio or change the animation of the add because the animation does seem to be the issue.

BTW the Satellite Tax ad is no longer running an hasn't been running for a month. So I am not sure why you were seeing it.
