Lots of small, moving items that contrast with the background doesn't mix with ANY MPEG-2 video compression. That is the nature of MPEG-2 video. It is not unique to E*.

You don't mention what channel you were watching. It is possible that particular channel normally requires much less bandwidth to deliver a good picture, and they tried to cram too much data into a small pipe....
