Have to purchase card on sealed remanufactured receiver?

Do you have to purchase a new card at $49 on a sealed remanufactured receiver or a new one if it does not have the smart card in it or will they provide that for you since it is reman / new?
 
Smart card should be built into the unit when it is purchased, if the receiver requires a new card, Dish will send it to you. You would only need to pay for a new card if you purchased a used receiver and the sell did not send it with the receiver or if you lost it.
 
I thought that a reman / new receiver would be fine but someone stated that the reman receiver had to have a new smart card in it or he would be charged the $50 fee for the smart card according to what Dish Network told him. I think he was either misinformed or got confused with what happens with a used receiver and a new / remanufactured one. I have some 4900's that have been sealed in the plastic for a while that have the yellow cards in them and have been keeping them in case someone needed it for UHF functionality to watch shows in another room since it is built in or until I get enough out of them.
