HD Locals (NBC, CBS, ABC) on Conus Beam?

Does anyone know if Dish Network plans to broadcast HD network channels (NBC, CBS, ABC) on a conus beam? Currently network channels are only broadcast in SD on the conus beam and spot beams make it difficult to get signals outside of the coverage area.

In the TP. column, if there is only one number it is conus. If it says something like 25s11 it is a spot beam, i.e. TP 25 spot11.
 
This table shows that Dish Network doesn't broadcast the HD flagship local (New York) on a conus beam (only spot beams). Is this because of some programing local HD restriction or is it just a bandwidth issue for satellite 119? In other words, will they ever broadcast these HD flagship locals on conus beams when more resources become available? Or, will they always be restricted by some laws that say they can't?
