Even though I am outside the spotbeam circles on TheList page, when I check the satellite/transponder in 6-1-1 it switches to spotbeam. I'm in northern California looking at Dallas, TX. on 110W Spotbeam 31.

Since it switched to spotbeam and I'm getting SS 40 does this guarantee I'll get them even though I'm outside those circles or not?

you're getting a city closer to you. Spotbeams only cover a specific area and if you're outside of the spotbeam area you wont get them

Those transponders are re-used for spotbeams up to 10 times....lemme pull up the 110 TP31 list and show you

you will see TP31 is also San Fran which is what you are picking up
