I came across this 'antenna' on top of a side-by-side in town; have never seen anything like it, it is HUGE!!

What the heck is it??

That looks to be a multi-band 2-element quad for ham radio use on the HF(shortwave) Bands.
 
More specifically, it is a quad beam. Looks like 40, 20, 15, 10, 6 meters. Quads tend to have a lower angle of radiation and a tighter beam than conventional yagis. Oops Ka4est already said quad.
