I'm staying at a hotel in Colorado Springs this week and they have 3 Ku dishes on the office building. They look like 76 or 90cm dishes but they have what appears to be DPP LNB's. Also there is something soldered to the face of each dish.

Just curious what kind of setup this is?

I have a setup like that. I have three 30" Winegard dishes with DPP single LNBFs at 61.5, 72, and 77. They go into a DPH-42 that runs to two Hopper 3's and three wired Joeys. I also have a couple of Wireless Joeys. Helps a lot with rain fade.

These dishes look bigger than 30" though; they look like my Winegard 76" FTA dish

the heating elements appear to me to be the size of a directv slimline dish if that gives you any idea on the size.

They probably chose 76cm dishes for rain fade. I've seen some hotels use 1.2 meter dishes for Directv here in Michigan.

Makes sense. I think the dishes need to be peaked; some of the in-room channels say "feed scrambled or signal not available"
