How many simultaneous streams are allowed? I think it's 20, right?

When I try to watch on more than 3 devices, I get an error saying that I've exceeded the maximum number of simultaneous streams outside the home. But this isn't correct, because I haven't actually gone over the limit. I just need 5 btw

Do I have to set a new home address everytime?

Does anyone know the detailed rules for how this part works? I guess I must be doing something wrong.

Thank you for your help, everybody.

DIRECTV uses your IP address as your home address IP. That can be a real problem if your ISP has CGNAT:
CGNAT (Carrier-Grade Network Address Translation) is a technique that allows Internet Service Providers (ISPs) to share a single public IPv4 address among multiple customers, conserving the limited IPv4 address space. It works by adding an additional layer of Network Address Translation (NAT) within the ISP's network, enabling many customers with private IP addresses to appear as one public IP address to the internet. While it extends IPv4's lifespan and facilitates IPv6 migration, CGNAT can hinder features like port forwarding and self-hosting services, and some applications may struggle to function reliably.
With CGNAT your IP address changes a lot. The problem with DIRECTV is they only allow you to change your home IP address 4 times a year. That is what sounds like your issue is when your IP address changes it then thinks you are streaming outside of your home address. If this is what you are experiencing your only option is to contact DIRECTV and see if they can change your home address IP after you have used your 4 attempts to change it. DIRECTV really needs to change the way they do your home address.

I believe DIRECTV Stream allowances are unlimited for inside your home. Originally it was 3 than 20 and then unlimited.

Keep in mind that some broadcasters limit the number of simultaneous streams you can have. This overrides any limits DTV has. Not sure what broadcasters have those limits, but I believe Fox is one of them.
