I found a 10 foot dish a few months back and was looking at the actuator, I have sprayed pb blaster multiple times and can’t get it to budge. I am having trouble taking it apart, and it seems there is only one bolt to do so, and no sockets fit in the small opening. Is this even repairable, or should I just buy a new actuator

If a standard or metric deep well socket won't get in there then it must require a special tool. That would be my guess.

since that light colored bearing securing device is not secured by the bolt , holding the motor to the pipe , it might be possible to push the thinner pipe out by stamping it vertical on a solid wooden block

In the photo, that looks like a spanner hole to me. That bearing/bushing holder might just thread out of the tube if you can apply the right rotational torque to it.
