They aren't putting out something between the two.
The are doing 1280X1080i which is less resolution than both.
1 second of video=

1920x1080i: 1920x1080x30 = 62,208,000 pixels
1280x720p: 1280x720x60 = 55,296,000 pixels

HD-Lite
1280x1080i: 1280x1080x30 = 41,472,000 pixels

Now if your going to compare like that you need to be fair.

1280x720x30 = 27,648,000 That is still an HD format.

It doesn't put out a square pixel in a 16:9 format (ATSC published standards A/53), and isn't listed in the ATSC standard as a high definition format (ATSC publication A/54).
