I have a Dish 500 with a DPP44 switch and a single VIP622 receiver. There is one cable running from port 1 of the DP44 to the VIP622, using a DPP separator to the 2 tuners. Satellite 110 gets a signal strength of 72 and 119 gets signal strength of 61.

I want to add a second receiver so I purchased a VIP211k from Solid Signal. Ran a new RG6 cable from port 2 of the DP44 to the VIP211k. It gets stuck on the setup on step 2 of 5, eventually timing out with an error that it can't get a signal.

I connected the VIP622 to the new cable on port 2 and it does get a signal, but only has a signal strength of 20 on satellite 110 and I get an error message "wrong satellite" on 119. I noticed that the original installer did not install a power inserter for the DP44. Could this be the cause of the signal issue, or is it possibly something else?

Yes you need the power inserter. I would install power inserter into port 1 of course, then run the cable from the 622 to port 2 and the 211k to port 3, run check switch on the 211k and again for 622 if necessary and your problem should be solved.
