We're having major issues finding the correct a signal with our dish. We are looking at the signal strength screen on an HR23 and both tuners indicate the signal is 'Not Acquired', and all transponders on all sats read zero. Is this normal, or should there be some sort of signal of around 10 to 20 due to signal noise in the air?

First off we need a little more info. What satellite signal meter are you looking at? Are your settings correct on your dish and reciever? How is your dish mounted? Is it level and plumb? Do you have a clear line of site. Do you have good connections with no brading wrapped arond the copper stinger? If you have all 0's on all transponders, something is not right somewhere. If there is anything wrong ie; cable,connectors,dish not aligned right,bad reciever, yes you can have all 0's. Has the reciever ever had signal and activated, has the dish ever been used and working? The reason I went through all of this is because we need more info to help troubleshoot. Also is this a SWiM or NON SWim setup?
 
Its mounted on the ground on a piece of plywood. We had signal on 101 at 80 at one point on a few transponders (some were zero), and weak signal on 99 around 30 to 40% with zero on some transponders. Elevation is set to around 32, azimuth at 160 (t) and the tilt at 100. We are using a cheapo sat finder with an earbud and a tone. The tone gets higher pitched at some points but there is still no signal. When activating, we got to the point where the receiver said we would need a 'waiver' to continue. We went out and moved the dish to a different location where we felt we would get better LOS, and its been zero ever since.

On plywood, just a single sheet? that would not be a recomended mounting place. anywhoo no matter what it is mounted to, it needs to be perfectly level and plumb! this is probably one of your problems. the best thing to do is put your reciever on the signal strength meter and have the tv visable or someone to see it and read it back to you, your signal on the 101 will need to be in the 90's to have a good signal on 99/103. If the transponders are not above 83 on both the 99 and 103, the reciever will never pass the insallation verification. you can try to do a repeat sat setup and make the reciever see just a round dish with just the 101, SOMETIMES this works. Your best bet is to call Directv to get a tech out for a professional install. STANDARD installs are FREE.

Assuming your dish is pointed correct and you have a NON SWiM slimline, On the setup menu select Slim 3 and multiswitch. If you don't have a multiswitch you still must select that one. AND force a software download first.
