i do believe you are wrong.
the commercial rate is for bars , clubs etc. where they make a profit by showing the football games etc.
there is also a professional rate is for doctors offices, banks, investment firms etc. where there is no profit being made from watching the programming. that rate is A LOT lower than the bar rate.
there is also a DIRECTV goes to school program that is free to all schools , public, parochical or private. (elementry, middle and high schools)
i do believe all he has to do is call directv and ask for the professional rate, and hes legal.
