KiwiSDR and Russia/Ukraine

I know that many of you know about this but I thought I'd get the juices flowing again. With all the news about Russia posturing for war (or not) I thought it might be cool to explore the local radio spectrum. I'm currently listening to a radio located in in northern Ukraine. Chernihiv, Ukraine to be precise.

What is the frequency? Is it in English?

3152Khz at night, russians actually using english, Not sure if allowed, but radio reference has a bunch of frequencies under the miltary and shortwave forums.
