I've seen some threads about this, but is it publically available yet, do they spool east to west, or no particular order, is there a way to force a download...?

Software is downloaded to your receiver based on serial number, Dish puts the receiver serial numbers into the stream. Once the software is in widespread release then all receivers will download it. There is no way that I know of to force a download until the software is set to be downloaded to your receiver.
