By law, the subsidized boxes can offer no more than composite (law requires an RF output and composite output, and allows S-Video as an option, but bans anything else).
They probably didn't include S-Video to keep costs down to the coupon range, and people that will actually use these boxes probably don't have S-Video inputs on their TV's anyway.

S-Video out on approved converter boxes is a feature I am hoping converter box manufacturers will provide. When people start upgrading audio/video equipment and selling those used converter boxes they wouldnt be so bad with S-Video out especially when you didnt buy the old 4:3 aspect ratio TV you want to use one on by price but specifications.
