Limited to 1 HD DVR per install?

Hello,
Wondering if anyone can help me based on their Dish experience. I just called customer service and they told me they only allow 1 HD DVR (622) install per household. They said that if I wanted an additional HD DVR install I would have to buy it separately and either install myself or pay them to install it (for the record I have 2 HDTVs and 1 SD TV).

My thought is that now that people are getting multiple HDTVs, this is not the best business practice (for instance I can get FIOS to install as many HD DVR's as I want-I just pay the monthly rental charge). Is this right or did I just get a CSR who didn't know what they were talking about?

I've been on the fence about getting Fios (better pic quality) or Dish (better DVR) but this would probably push me to the Fios side of the fence.
