Well I was just wondering if my local cable company carries ABC and NBC out of my area can I request these channels to be added to my locals on dish? does anyone know?

nope. Cable & Satellite have different rules for what locals they can carry
Dish is working on Signifacantly viewed areas but they kinda stopped adding areas
