Local Channels in Austin Tx.

Keye TV has added Retro tv to one of it's digital channels, does anyone know how to get this in the local package from Dish? Shouldnt it count as a local when purchasing the package?

Dish doesn't even retransmit PBS or the CW in HD here in Austin. They definitely aren't going to bother with a subchannel. If you want Retro TV to appear on your receiver as 42-2, add an antenna like all the rest of us. Then you get the full bandwidth broadcast (no HD/SD-lite), all the local subchannels (weather from KVUE and the PBS subchannel) plus no ugly second dish pointing at 61.5.
