Your best bet for any HD locals would be SB6 on 61.5. Asheville, Knoxville and Chattanooga are located on this spotbeam. If you can get a decent signal strength on TP 3 or 7, I would consider "moving" to Chattanooga or Knoxville.

Well according to Lyngsat Your locals are on Western Arc, 110,119,129 setup.
So not sure why you have eastern Arc.

becasue where i live in the Apt and my front deck does not face western arc

OK , but thats not Dish Networks Problem.
According to many sources you have local channels in your area available on Western Arc, Line of sight is a whole other story.
