My locals are fine but they're probably different locals.

Not knowing at least your ZIP code kinda ties our hands with respect to telling you what to look for or try.

On your receiver while you are watching a local channel press menu then 6, 1, and 1. This will pull up the point dish screen and should the satellite and transponder that channel is on.

The low signal strength is the problem. Your dish needs to be peaked. I take it your locals are on 129.

it was at 25 for strength and that usually what it always runs for my HD channels.
all my other HD channels work fine except for my locals....sd works fine for locals.

From "The List" the OP's locals are on 110 and 119 for Johnstown, Pa

25 is really low even for HD. THOMASIJ is right. If i went to that job my first step is repeaking the dish
