Or a bad connection, bad cable, bad LNB, bad install, bad alignment, bad/missing BBC's, etc...

Don't assume it's the box because we don't have enough info to help or TS.

Nor do we know if he's getting the "locals" from D* or OTA.
IF OTA, is the coax from the dish connected to the HR20 ???, 21 doesn't have this capability.
If OTA , has he ran the OTA set up funtion, if not, he won't get the OTA channels until this is done.
