need some help on something with the dish music app

Good morning you guys i am using the dish music app when you use the iheart radio app it is asking for a location that means you are using your data on your phone.i need help where i can use the app without using any of my data isnt you suppose to use the app on your wifi?when i use pandora i am having no problem at all.it is just when i am using iheart radio.Any help would be appreciated.
