I am in need of a standalone PVR that records onto USB that receives NTSC from cable TV band.

Doesn't your cable provider send the NTSC channels as clear QAM simultaneously?
Right off hand I don't know of any that will do all 3 'flavors (clear QAM/ATSC/NTSC)
There's only one I know of that uses USB 'storage' and that's only ATSC - Mediasonic HomeWorX HW150PVR with clear QAM via unsupported firmware.

If you are using a TiVo with TiVo desktop and 3rd party software, you can decrypt the OTA/QAM signals that are not encrypted.
The cable provider is an in-house one that only does NTSC on channel 20. Thanks for the idea tho. I have the 150 box and it does fine with my antenna.
