Netflix streaming speeds on Comcast jump 65 percent after controversial deal

So if netflix has direct access to comcast now and is essentially on the comcast network for comcast subscribers and is paying comcast a fee.... why can't the netflix traffic stop being counted toward the bandwidth cap usage?

Because it's still crossing the network to get to Comcast customers?
